Geographic Emergency Response Vehicle Program
GMA and the University of New Orleans propose to collaborate
in the development of a mobile Geographic Emergency Response Vehicle
(GeoERV) – a mobile office capable of being quickly deployed
into disaster areas, to produce maps in the immediate aftermath
for emergency service personnel, environmental rehabilitation personnel, longer term aid workers and evacuees.
All of the necessary map production equipment will be housed
within the GeoERV, as will quite simple living quarters, to allow
a small field team to quickly and effectively travel to critical
locations and produce maps onsite for those who urgently need
them. The home-base for the GeoERV will be UNO, and complementary
activities will be implemented during the non-disaster periods
to build capacity of local personnel, students, and local residents.
The goal of the GeoERV project is to build a team of highly qualified
mappers with the skills to provide a critical resource (up-to-the-minute
maps) in a time of disaster. The GeoERV will be focused on the
southern coastline of the USA, but also able to drive to disaster
zones in other states, when called upon.
The nature of the Geo ERV program is to create a self-sufficient
mobile mapping unit that will be able to map the environmental
problems and associated people problems, created mainly by natural
disasters, along the southern coastline of the USA. Possible solutions
to such problems will also be mapped. It will thus make useful
maps in-between disasters, gaining experience for post disaster
mapping.
After Hurricane Katrina a GMA team went in and made seven template
maps for the victims and distributed 50,000 copies. It was extremely
difficult as their resources were spread across a moving 50 mile
diameter circle. These resources included accommodation, wi-fi,
bank, printers, food supplies, data capture areas. The Geo ERV
will focus most resources in one spot, making other limited resources
go much further. In any disaster situation this is imperative.

VISTA with PROJECT
MANAGEMENT SKILLS
To organize and help deliver the technical and marketing
plans and host the conferences. Their background will
be an extensive sales and marketing career.
Requirements for the position:
This candidate should have an extensive and successful career in
business, probably in technology. They will have been heavily involved
in sales and marketing and certainly in the leadership of small teams
and perhaps large teams as well. They will definately have a rich
address book of technical and corporate contacts, gleaned over a long
career. They will be accomplished at public speaking to small or large
groups. They will be a 'peoples person' with a pastoral style of
leadership, used to dealing with all sort of people, including the
more technically minded and encouraging the best out of them. They
will very likely have a pension and feel that they want to give
something back to society in a more humanitarian kind of way. They may
be able to demonstrate a commitment to humanitarian work, through a
church commitment or a rotary club commitment, over the years.
They
will be enthusiastic about the idea of a mobile mapping unit, not
least because they possibly have their own mobile home. They will be
happy to provide at least one employer's references and at least one
personal reference. If they are married, we very much hope their
Partner would come and work with them, and if they own an RV it may be
necessary for them both to live in it for several weeks (or months),
whilst the project kicks off, although GMA and UNO will do their very
best to make built accommodation available. They must be very flexible
in their expectations, as this is very much a start-up situation. They
must be prepared to accommodate the Americorps*Vista way of doing
things, and write a one page weekly report for the GMA/UNO partnership. They will preferably hold a degree in a relevant subject.
On a day-to-day basis they are responsible and accountable
to Professor Juana Inbanez, the Americorps*Vista Supervisor
at the University of New Orleans.
Duration: One year, possible to renew.
Remuneration:
This is on the Americorps*Vista pay scale and is very
modest. There is an end of contract bonus that can
be converted to an educational supplement. |

VISTA with RESEARCH
AND DISASTER EXPERTISE
To support the Manager and other Vistas. To help
find and input contacts into a computer database for
conference(s) presentations. Organize and maintain
the website, support the Manager and other Vistas
with real disaster knowledge. Their background will
be humanitarian work in the USA or overseas.
Requirements for the position:
This candidate will have had some disaster or development
related work experience, they will be good at making
administrative procedures, project proposal writing
and all types of donor relations and follow up. They
will be conversant with project management software
and be able to create 'gant charts' that show time
and motion, current and sequential activities. They
must be able to demonstrate a commitment to humanitarian
work, through operational deployment. They will be
an outdoors type of person. They will be happy to
provide at least one employer's references and at
least one personal reference. They will hold a degree
in a relevant subject.
They must be very flexible in their expectations,
as this is very much a start-up situation. They must
be prepared to accommodate the Americorps*Vista way
of doing things.
On an ad hoc basis they are officially responsible
and accountable to Professor Juana Inbanez, the Americorps*Vista
Supervisor at the University of New Orleans.

VISTA with GIS SKILLS
To lead GIS training support the Manager and other
Vistas.
Requirements for the position:
This candidate will have had some extensive GIS experience
in the private or public sector. They will know all
about data collection, data storage and mapping systems.
They will be an outdoors type of person. They will
be happy to provide at least one employer's references
and at least one personal reference. They will hold
a degree in a relevant subject. They will be ready
to start to make demonstration maps as soon as they
join the project that can be used for marketing purposes.
They will be able to give GIS classes including data
capture. They will hold a degree in a relevant subject.
They must be very flexible in their expectations,
as this is very much a start-up situation. They must
be prepared to accommodate the Americorps*Vista way
of doing things.
On an ad hoc basis they are officially responsible
and accountable to Professor Juana Inbanez, the Americorps*Vista
Supervisor at the University of New Orleans.

VISTA with TECHNICAL ELECTRONIC
EXPERTISE
To support the Manager and other Vistas
Requirements for the position:
This candidate will have a sound technical knowledge of vehicle
electrical and mechanical systems as well as 'having machine oil under
their finger nails.' They will be well versed in alternative power
supply systems for vehicles. They will be able to draw up diagrams and
pictures and models of what a vehicle could look like. They will be an
outdoors type of person. They will be happy to provide at least one
employer's references and one personal reference. They will
hold a degree or equivalent in a relevant subject.
They must be very flexible in their expectations,
as this is very much a start-up situation. They must
be prepared to accommodate the Americorps*Vista way
of doing things.
On an ad hoc basis they are officially responsible

ACTION VOLUNTEER
GROUP MEMBER Non-VISTA Position
To provide a remote service, being willing to provide
informal advice, ideas, feedback, contacts, cash.
Their background will be an extensive 'life experience'.
The VISTA Team will rely on the ACTION VOLUNTEERS
to provide vital help. This is a home based position.
Requirements for the position:
This candidates for this Team are expected to be
very interested in the Geo ERV project, but for whatever
reason, unable to apply for a VISTA role. Alternatively
the GMA and UNO partnership may be highly respectful
and impressed by their skills and experience, yet
feel these would be better applied as an Action Volunteer.
One of the Action Volunteers, having administration
skills, will be chosen to establish a database of
all the other members, that the VISTA Team can rely upon, when they put out a call
for any type of assistance they choose.
Duration: On-going, by mutually agreeable consent
between the Member and the GMA/UNO Partnership.
Remuneration:
There is no financial remuneration, however the
Team members will be publicly and respectfully thanked
from time to time, added to which they will have the
satisfaction of having 'made a difference.'
